On December 8, 2012, Bishop Bernard R. Hall was affirmed as an "APOSTLE" by The Ecumenical College of Apostles and Bishops. Apostle means "The Sent One". The date of affirmation also was a Spiritual Confirmation, 12th month, twelve is the completion of the chosen 12 Apostles, 8th day, 8 meaning the beginning of a new era or order. This also confirms the "Five Fold Ministry" as spoken of in Ephesians 4:11, And He Himself gave some apostles, and some prophets, and some evangelists and some pastors and teachers.

Apostle Hall received a proclamation from The City of Fresno, City Councilman Baines III, proclaiming December 8th "Bishop Bernard R. Hall Day", The Chief of Police, Jerry Dryer also sent him a "Congradutory Letter". This takes the Shemoneah Pneuma Fellowship Association & Glory Bound World Outreach Ministries into another realm of spirtual ministry.
